The Plants Foreman is responsible for the safe, efficient operation and maintenance of multiple City of Calgary facilities, including the Asphalt Plant (Manchester), Crusher Plant (Spy Hill), City-owned and contract trucking fleet, and two Material Conservation and Distribution Centres (MCDC) located in Sarcee and Spring Gardens. The role also oversees the Sanding Chip Mixing operations across nine maintenance district locations. The position ensures operational excellence, compliance with safety and environmental standards, and effective coordination of resources to support City-wide infrastructure and maintenance needs. Primary duties include:
Supervise and direct daily operations for Local 37 and Local 709 employees across multiple production and hauling operations, including scheduling, assigning work, completing probationary evaluations, and administering safety and environmental programs.
Plan, coordinate, and adjust equipment and hauling resources including City trucks and contracted fleets to deliver approximately 500,000 tonnes of materials annually to the Asphalt Plant, Crusher Plant, MCDC sites, and Sanding Chip operations.
Prepare, review, and process operational documentation, including purchase orders, scale sheets, production logs, environmental records, haul summaries, manpower reports, vacation schedules, and other daily paperwork.
Lead long-range planning and workforce development, including annual training coordination for operators and drivers, identifying equipment and fleet needs, and supporting management in evaluating and implementing operational improvements.
Arrange, evaluate, and recommend approval of quotes from internal and external suppliers for parts, repairs, maintenance, and modifications to plants, equipment, and fleet assets, escalating high value purchases to management.
Ensure safe, efficient, and compliant operations by conducting inspections, monitoring work practices, supporting continuous improvement, and maintaining strong communication with staff, contractors, and suppliers.
Qualifications
A completed high school diploma or high school Equivalency (For example: G.E.D.).
At least 3 years of directly related experience,
including experience as a Plants, Paving, Concrete, Crusher or Roads Foreman at a minimum of the Foreman 3 level, or equivalent.
Knowledge of asphalt millings and Reclaimed Asphalt Pavement (RAP) processing practices.
Successful completion of a Foreman Training program in Roads Maintenance (includes attendance and completion of all courses in the internal, 2-week, full time, training program).
Completion of the following related courses is required:
Crusher Repair and Maintenance Course (2-day course provided by Nordberg).
Asphalt Plant Repair and Maintenance Course (2-day course provided by CMI Roadbuilding).
Oxy- Fuel Cutting Seminar (1-day course).
Frontline
Leadership Program (2-day internal course) or equivalent leadership training is required or must be obtained within a specific timeframe upon hire.
Managing
Hazardous Wastes and Recyclables.
A valid Class 5 Driver's License (or provincial equivalent) with no more than 6 demerits and no current suspensions or charges pending is required.
Standard First Aid Certificate is required.
Basic knowledge of Microsoft office: Excel, Outlook, PowerPoint would be an asset.
Previous leadership experience including mentoring, coaching, and performance management is an asset.
Well-developed knowledge of plant operations, maintenance processes, and safety practices.
Strong problem-solving and decision-making skills, with the ability to respond to operational issues in a timely manner.
Effective planning and organizational skills, with the ability to coordinate work, schedules, and operational activities.
Working Conditions:
Work is performed in an area that is open to the public with exposure to dust, dirt, weather and noise.
